AUTOLISP FOR TRACING LINES FROM PDF and Making same GEOMETRY

I want to make an AUTOLISP which can trace lines from pdf (image / whatever) and make same geometry present on pdf.... And if possible text too ( important)..... If this can be done please bid on this. I am ready to pay a reasonable amount... I tried manual procedure in AUTOCAD but it is time consuming.
I will shear file with proficient Engineer/ Coder. He can try his code if it works.
