Pro-Level Web Backend and CMS expert.

Looking for a pro level Web backend and CMS expert.. who has done lots of prior projects in CMS and backend programming with experience of at least 3 years.. looking for one, who can easily integrate our Frontend design into fully functional, dynamic, interactive CMS system where we can edit the each page, content, menu, design etc from admin panel without bringing in the developer again and again..
We have attached the PSD design and the LIVE link to frontend preview!!
Please note, before you apply and write proposal.. make sure you can handle the project as requested.. we already have lost more than 6 months in bringing in less experienced developers who couldn’t do the job.. wasted lot of time and money!!!
Frontend code is ready in html and javascript.. only backend programming is remaining (you can checkout the backend code done by previous developers as a reference)

We need to be able to create a new page and edit the page as we wish in the admin panel, a page with dynamic content according to a template that has been created by our frontend developer. more details you should go to these 2 pages (https://clawsandfins.zhardsoft.com/pages/soft-shelled-mudcrabs and https://clawsandfins.zhardsoft.com/pages/hard-shelled-mudcrabs). you will see on the 2 pages it has different content and has a different background and arc. we want to make that page and other pages like it can be added and edited with dynamic content, for the background and arc are already provided as assets which can also be randomly selected.
Question: Which 2nd level page can "Unknown" access but not an "investor"? Follow the lines in the Web Diagram.PDF and THINK before you answer. Reply with the correct name of the page to prove that you have understood the diagram and that you have read all this text to the end.
