Editing my Social Media CMS Website and Application code according to my PDF

Hello, My name is Nakul Bisht and I am currently pursuing MBA at IIM Lucknow. I always dreamt of doing my own startup and was always looking for a brilliant idea and various trials & errors, going through every problem in the book I thought of the concept of a social network platform. But it has been 2 years since I thought of this idea and couldn't find a suitable and reliable freelancer for this job, so I come here again trying to find that freelancer who would join my journey.
What I want you to do is edit the CMS code of my Website and Application according to me and on time. I have all my necessary requirements for me in these codes, I personally think 70% of the things that you need to do is redesign according to the Adobe XD files that I have created. Rest of the 30%, I want you to create APIs for topics and ads mainly according to the PDF, that I have created which is mainly the hard part.

The timeline for the project is to be 45 days and no more than that and day-to-day updates are expected from your end. I am really active in terms of any query so you can ping me anytime. I am very serious regarding this project and would do in my utmost power to get this project done on time and without any obstacles, so please from your end if I send you the PDF please read it carefully and don't jump to conclusions regarding this project.
The Website is built using native PHP code, without the use of any frameworks, with the exception of auxiliary libraries. As for the client-side of the script, the developers used the most popular technologies like Bootstrap, jQuery, VueJS, and others
And the server requirements are PHP 5.5 or Higher. (We strongly recommend using the latest PHP version as well as MySQL server) MySQLi GD Library MBstring cURL PHP Zip Module The Hybrid Application is built using Flutter version 1.22.5 and Dart 2.6
**PAYMENT STRUCTURE**
There are 2 milestones on this project because I know it is a big project and I can't afford to lose a freelancer in between the progress of this project. So before bidding please make sure that the payment will be credited to you for the 1st Milestone when I have successfully verified the Website codes and functionality and the payment for the 2nd Milestone will be processed when I have done the some for Application.
P.S. There is no upfront payment I would make for this project and if you have any type of company policy against it, then please don't waste your bid. I only want genuine freelancers that keep their customer's work their number 1 priority.
