Backend developer for website development, proficient in CMS (not wordpress)

We are looking for an expert backend developer to team up with our frontend developer and complete our website.. We will discuss the requirements in details via zoom meeting with selected freelancer.
We want to build a website with custom design. Our website design is complex but we have hired frontend developer to do the frontend job.. Now we are looking for backend developer who is proficient in developing a website like CMS..
In short, We want the following features in admin panel:
Manage pages, users, roles & permissions and content dynamically, send email to registered users, get visitor users’ IP.. the detailed requirements are listed in the attached document.. We will also share you FTP details for testing website live during development process.
We consider Laravel Voyager but we are open to suggestions.. If you think you have the potential to do the job, then you are welcome to bid on this project.
We have attached the design, requirements document and flow diagram.. please read the requirements carefully, check the diagram and answer the following question in your proposal first line.
**NOTE: Your proposal first line should be the answer to the following question, proposals without answer in first line will be ignored:
