Setup up Google cloud for free tier

I'm looking for someone to set up a Google Cloud environment on a free tier plan. The environment is intended for development purposes, although I'm not sure if the minimum setup requirements for the free tier will be adequate. I do have an existing account in Google cloud, so the setup process should be quick and simple.
