Develope a Saas solution for licence managemnet

I would like to have a saas solution to manage different kinds of licenses inside all scale companies.
which should have the following features
- The solution must not forget the customer data security point*
- different user profiles with a hierarchy system.
- user should be able to create 1/or n new service/ or subdepartment but the process must be validated by his superior in the hierarchy.
- user must be able to add a license from any third party like Visual studio, Microsoft 365, CAD, etc.
- user must be able to see all the subscriptions under his/her service or department with all the information like the date of the purse, who is using that license, date or renewal
- Centralize and automate everything from renewal alerts to spend overviews and budget reports
- securing SaaS contracts in the industry.
The solution must include a complete handover of the code.
