ssh lock to force rsa keys (5 stars)

Hello - need help so passwords will not be allowed on my server

Below is my complete /etc/ssh/sshd_config and have
sudo service ssh restart

Still do this server I can login with ssh user@servername and get prompted for password

HELP ?
