I need consultation in starting a vpn service company of my own.

I am planning to build a vpn website and apps for Play Store and App Store. I want to know what services do I have to use and what pricing does it all cost to sell up the model? How much is the data usage per user and will it be a profitable option? I am expecting at least 25 different country servers in my vpn. I want everything to be my own like domain, hosting, cloud service, website and apps.
