I'm seeking a freelancer who can help me deploy my application and website on a Linux-based virtual machine on Microsoft Azure. The ideal candidate should be knowledgeable in server architecture and network design, particularly in the context of Azure.

Key Requirements:
- Virtual Machine: The deployment should be on a Linux-based VM.
- Database: You will be setting up and configuring a PostgreSQL database.
- Elastic IP: I need an elastic IP for the deployment.
- Application Gateway: Proficiency in setting up an application gateway is required.
- Load Balancer: Your expertise in configuring a dynamic load balancer is needed.
- Scaling: You should set up dynamic scaling for the deployment.
- Traffic: The deployment should be capable of handling medium traffic, estimated at 1,000 to 10,000 users per day.
- Region: The deployment should be on Azure's servers in the Asia region.
