We are experiencing a sudden and significant increase in our AWS S3 billing, primarily due to unexpectedly high data transfer out costs. Our usual S3 billing is around $22, but this month it has increased sharply. We are seeking an AWS expert to investigate and identify the root cause of this increase and provide actionable solutions to optimize our S3 usage and reduce costs.

Project Requirements
1. Data Transfer Analysis:
- Investigate the cause of high data transfer out costs beyond the 100 GB free tier, which currently stands at approximately 4,120 GB.
- Utilize AWS Cost Explorer and CloudWatch to analyze the data transfer metrics, noting any abnormal or unexpected patterns.

2. Recommendations for Optimization:
- Based on findings, recommend best practices to reduce data transfer out costs.
