Construction of work report system(python+VBA)

External contractors must upload their daily work report (Excel) and deliverables to the company’s cloud system (J-MOTTO).
Once these are uploaded, the work is considered complete.
The system should prevent saving the Excel report unless the deliverables are uploaded (with exceptions for internal staff)
