MS Azure- Cloud Computing CPU Analysis* 30$ max

We have a VM instance on Azure, with the following specs:
(Standard F8s v2 (8 vcpus, 16 GiB memory)
Windows (Windows Server 2019 Datacenter)
Its has one process (application) installed, to compress video. We use an interface on a website to upload/download this video. The video compression takes anywhere from 10 seconds (20 MB file) up to 12 minutes approximately (3.5 GB file).
Now here is our requirement: we need detailed info on CPU usage/utilization:
1- We have 5 test files of different sizes, how much time in seconds does each file take to compress, and how much CPU % does the application does it use?
2- Based on the above answer, we need to know how much time would each 1 GB of video require, when utilizing 100% of CPU, to be compressed.
3- Based on the above answer, we need to know how much time would each 1 GB of video require, when utilizing 100% of CPU, to be compressed, if we upgrade and use higher number of cores, ie scaling to larger (Standard_F16) with 16 cores/ then 32/64/72...
This is to help us with the CPU resource allocation and assessment, to know what output to expect at certain CPU capacity.
Can you help us with that, using Zoom, and full access to screen/mouse with full owner access to our Azure account? Of course you'd have access to the web interface too, where videos are uploaded for conversion (from our computer)..
