road opening license and subsidence

Attempting to take storm water away from back of house wall by diverting the water down alley to the stream, after removing back fill from behind the wall, the land slipped away from the road side and broke the mains pipe which led to further subsidence of the bank below road level. Retaining wall needs to be erected urgently.
