retaining wall repair

I need to have a concrete retaining wall repaired. Looking for a structural engineer/soils engineer that can provide advice and review drawing. The existing 30' wide x 5' tall CMU block wall is cracked and leaning and supports a concrete garage structure that is 6 ft uphill from the wall. The base of the wall is 3 ft from the house foundation. I am considering hiring a contractor to build a new CMU block wall to buttress against the existing wall. The footing for the new wall would be a grade beam that is tied into the house foundation. Would like some professional advice on whether tying into the house foundation is a good idea given that the house foundation may be subjected to translational forces in the downhill direction. A second wall also needs similar remediation.
