I need a civil engineer to review a complete project.

I am a homeowner who added a 1000 sqft addition to his house in Ahwatukee in the Spring of 2020. My HOA forced me to obtain a drainage report prior to the commencement of the project. I hired a civil engineer to create a drainage report showing the placement of the addition. The HOA approved the plan. Addition was built. Now, HOA says that the drainage plan was not implemented per the approved drainage plan. HOA has not provided final approval and has not returned deposit. I need a civil engineer to review what happened here and advise.
