I need a civil engineer

I am looking for a civil engineer, who is familiar with the City of Raleigh's process to obtain permits in order to create a gravel path, for a property that has no street access. There is a "stream/creek" that must have a suitable pipe created, per City of Raleigh's Stormwater Dept...... I can't purchase the property if I can't accomplish a driveway to the property first..... Please help!
