need Texas licensed PE for no rise certification.

I will be doing cut and fill operations on 74 acres in liberty county TX that is in a flood plane and requires a no rise certification. It will probably be a few months out to start the work as loggers will be clearing the land which will make it much easier to get elevations but wanted to get feelers out now to see who may be interested in the job before going to a large engineering firm. The person doing the certification MUST be a professional engineer licensed in the state of Texas
