2 multi-acre fish ponds plus site civil engineering plans

I have a 20-acre property that I want to develop into a self-sustaining French château–style estate. I have a conceptual design that I now need a civil engineer to create specifications for permitting and work with the concrete and excavation contractor. Need PE stamps.

Primary Residence (“Château”):

Architecture: French château/castle theme, including a prominent tower feature. (images included)
Size & Layout: 15,000 sq ft with a basement.

Foundation & Moat: The château should be surrounded by a 6-meter-deep pond (acting like a moat), with the land for the house elevated by at least 4 meters above the water level. Basement floor aligns approximately with the pond’s water level.

Secondary Structures:

Pole Barn / Greenhouse Combination
Green house on south side of Pole Barn will need to be a hole below the freeze line.

Ponds & Water Management:

Two Fish Ponds (each 6 meters deep):
One at the lowest point of the property to assist with drainage.
One surrounding the château foundation (“moat”).
Need necessary stone for various types of fish and survival needs.
Automated pumping system to have a waterfall/stream affect from moat pond to lower pond along with water circulation.
Need a barrier from the busy main road and the tranquility of the lower pond.

Need to do soil samples but there is some clay on the higher parts of the land that can be used to seal up the ponds.

Drainage Requirements:
A way to capture the drainage from the northern property into the pond.
Ability to drain from the lower pond into the adjoining ditch, preventing flooding.

Swales utilizing water plants to retain water in the lower elevation locations.

Shallow Land Geothermal: Heating/cooling system for the homes.
Septic: Must be incorporated appropriately.

Recreation & Additional Features:
25-meter, 2-lane Lap Pool with recreational area.

Budget & Timeline:
Total land development budget: Up to $1 million (covering excavation, pole barn, fencing).
Desired project start: March-April (2- to 3-month development window).
