help me design the pad for the mobile home unit to be placed in the backyard per city.

I recently purchased a park mobile home unit; the size of the unit is 11'8"x28'4". The home is to be placed in my backyard because the property is on a slope the city requires to have a professional Architect or Civil Engineer to help me design the pad for the home. And make proper determination of the area where I planned to park the home is peaceable.
