Vehicle River Crossing Construction

I'm seeking a skilled team to design and construct a river crossing for all types of vehicles. This crossing is essential for transportation purposes. This is for a private farm in Virginia, crossing a 40 foot stream that normally runs 6 inches deep. Underwater or at water level with culverts design. I have flood, survey, and other plans ready, just need the design to submit to our state agency and to provide for bids for construction.
