Structural engineer drawings needed for retaining wall in backyard for GA government permit

Wall is 23 feet from back fence and 23'6" from house. Left and right fence distance is 68 feet. Retaining is planned to use 4x4x10 feet post, with 3 feet buried under the ground. Retaining wall is planned to be 5.5 to 6 feet tall. Wall is to be built with 2x6x12 treated lumber. Holes in the ground will be strengthened by stone in the bottom and concrete mix up to surface of ground. Wall is to be built to last more than our life time.
Need structural engineer drawings for government permit.
