Structural Engineering for a 4 story building

I have a 4 story building with ground floor that will be parking. The building will be used for offices and we have a lift. I need someone to value engineer the column sizes and their locations and their numbers considering I will go for RCC slabs .
Scope of works needed:
1- reevaluate the location of the columns and try to get me max space with value engineering of the sizes
2- Foundation details and their steel schedule
3- details of the columns and their steel schedule
4- Load calculations
