Structural Engineering for Residential Building

I need a structural engineer to help calculate material requirements for a residential building.

Key Components:
- The building will be a ground floor parking area, followed by a club area on the first floor, and then 8 floors of residential space.
- Material choices include either Jindal Panthers TMT (550D or 550SD) iron with CLC bricks, or Kamdhenu TMT iron with red clay bricks or your suggestions are welcome and also give details with both
- Cement will be Ordinary Portland Cement (OPC). Or PPC as per requirement of place or thing.
- There will be one water tank on the top terrace (size 25 ft x 28 ft x 6 ft), an underground SPT tank, a 4 ft high Para-fit wall on the terrace, and a 12 ft high boundary wall.

I require:
- An expert in local building codes.
- Comprehensive calculations for the materials needed.
- Guidance on which building codes or standards should be adhered to.
- Creativity and problem-solving skills to optimize material usage without compromising safety or quality.
