Structural Engineer for concrete vault and retaining wall

Hello,
I have a small project for which I need structural engineering services.
A bit of context … my wife and I built a home a few years ago which included a swimming pool, a concrete “subterranean” Pool Equipment Room (PER) and an adjacent retaining wall. We have since moved and have designed a swimming pool for our new home. We have mimicked the PER and retaining wall from our old home and I have drawn up plans for that structure as you will see below.
So then, we need engineering work done (and not done) as follows:
Pool Equipment Room & “adjunct” retaining wall on the West side of the existing stairs (as shown on Site Plan attached).
The “L” Retaining Wall to the East side of the existing stairs (as shown on Site Plan attached)).
We DO NOT need engineering regarding the pool itself as the pool contractor’s engineer is handling that (you will note the pool on the Site Plan).
Here are the relevant documents/plans pertaining to the project:

Hopefully that gives you an adequate idea of we need and are planning. My biggest question (engineering wise) is how we do the footing adjacent to the existing concrete stairs (on both sides). It’s not like we can dig under the stairs to pour a footing. Maybe there is already a footing down there (that the stairs are built upon)? I don’t currently know the answer to that. Maybe I need to dig?
