Structural Engineer

Good afternoon,
I am in need of an engineer to provide specs on a concrete structure. I am making an underground storm shelter and am familiar with constructing and masonry work. My hold up is I want to be sure that if ever needed my family will be safe in it and it not collapse.
A quick intro into the project:
It will be an underground concrete structure made of cinder block. The main room will be 16’L x 16’W x 80” respectfully to the material being used. I will provide a rough sketch upon hiring. There will also be a path to lead into shelter, along with the top hatch to enter/exit. The top will be built from concrete as well.
I am in need of plans to show footing depth and width, along with any columns needed to support that larger area. Along with all of those I will also need to be provided a set of plumbing and drainage plans if possible to place needed items in the future.
