Structural or Civil Engineer Needed for Rack Review

I've built an electrical service on a separate rack structure. After inspection, the utility company requested an "engineer letter" confirming the structure's adequacy.

Key requirements:
- I need a structural engineer to assess the rack and provide the necessary certification.
- The engineer's review should particularly focus on the material strength and durability of the rack structure.

I have partial documentation available for the rack structure. Ideal candidates should have:
- Extensive experience in structural engineering.
- Ability to assess and certify structures for electrical services.
- Good communication skills to discuss findings and recommendations.

The inspecting utility stated this is a "new requirement" and would accept "any" engineer letter. This is in the State of Texas
