Structural Calculations for steel and aluminum poles - AASHTO

Looking for a structural engineer that will be able to convert AASHTO LRFD Specifications for Structural Supports for Highway Signs, Luminaires, and Traffic Signals (we will provide) into an excel calculation form where we would specify pole height, wall thickness, cross sections and wind speed and the excel will calculate maximum allowable size permitted at the top of the pole, base plate thickness, access door, anchor bolts etc.

Other programs than excel can be used as well. All formulas provided inside the AASHTO standard will have to be added to the excel/other program.
Person has to be very familiar with this type of calculations.
