Specification/design for Concrete slab 4.4M x 2.3M on hardcore with thermal insulation to support 1400kg/m2

I am looking for an experienced designer to specify and design a concrete slab for my project. The slab needs to be 4.4m x 2.3m and will be laid on hardcore directly on the ground with thermal insulation included in the construction and suitable to support an evenly distributed weight of 1400kg/m2. The thickness of the slab should be designed by the expert designer, as well as the type and strength of the concrete and the thermal insulation. The thermal insulation that I prefer is Kingspan, however this is something that the designer should be able to specify. Specification should be suitable for install in UK/Ireland, i.e. any materials specified should be available in this jurisdiction.
