Roof Plans Compliance Review

Seeking expertise in architectural drafting/ structural engineering. We would like to build a sloped roof over an existing flat roof to prevent leaks. We have submitted some sketches and photos to the City of Alameda, Ca. They have responded with a letter requesting additional detail.
Ideal candidate is familiar with:
- California's Building and Energy Codes.
