Residential Structural Engineer Approval

I'm seeking a qualified structural engineer for a residential building. The primary task is to provide a letter approving the current build. The local inspectors have flagged the 17ft wall, saying local code does not allow them to pass but if engineer approves the build then I am ok. They have also flagged the posts on the porch, they were wanting me to cut the posts and use brackets and also use 5/8th rod for the railing posts. Your expertise will facilitate the continuation of the build without having to adjust.
