Reclaiming land from flood plains

Need flood study done in the state of Texas (Dallas Fort Worth area) The process is known as "Letter of Map Revision" (LOMR). In this project engineer will conduct a site survey to assess how the land will need to be filled to bring land out of the flood plains. They will work with the Collin county. I am attaching a file from the county that describes the process. Anyone who has worked with FEMA on such items might be aware of this process as well
