Raw Land Civil Engineer

I am looking to hire a licensed civil engineer to create engineering plans on raw land in accordance with California code. Includes plan for 2 house building sites, roads, grading plans and 2 engineered septic plans. All plans would need to be submitted and accepted by the city.
