Patio on side of entertainment facility

We are looking for a civil engineer to help us build a patio on the side of Oviedo Bowling Center. This will be an area where overflow of guests can comfortably wait for a lane or spend an evening. Food and alcohol will be permitted in this area, it will need a fence around the border. Large concrete slab patio with metal awning most of it. Have concrete company and awning company secured. City of Oviedo says that we need a civil engineer to provide signed and stamped plans and a "amendment to the site development order."
