Need an engineer to analyze and solve a storm water drainage issue on a residential property in Gilbertsville PA

I am the absentee owner of an older, 1-family, wood frame house in Gilbertsville PA. The house has no basement or crawl space and the lower of two levels is built on 3-4 separate but adjacent concrete slabs-on-grade. One of the slabs serves as the floor of a dining room and is approximately 12-14" lower in elevation than the adjoining slab, but still at or above grade level. In recent years, the dining room has taken on increasingly greater amounts of rain water. After the last heavy storm, the water in the dining room was 4" deep with no visible flooding outside or near the house. I need a qualified engineer to visually inspect the situation and, after discussing his findings with me, produce a written report that pins down the source and path of water penetration and recommends action to keep water out of the dining room.
