Need an civil engineer for construction of artificial turf

I am looking for a civil engineer that is experienced in artificial turf installation for a large sports field. The area is over 5300 sq ft and I am open to suggestions on the type of product/material that needs to be used. My contractor must have knowledge of building codes, drainage, soil, water irrigation, and that the turf is compliant with regulations. I also need someone who is reliable and can deliver within the given time frame. This project will require special attention and expertise to ensure a successful outcome.
