Need a australian qualified Structural Engineer to write a letter for council approval of a patio

I'm looking for a qualified Australian Structural Engineer to write a letter for council approval of a patio. The purpose of the letter is to seek approval of the patio from the council, and it must include that the house that it is being attached to is strong enough. Time is of the essence - the letter must be submitted to the council within 1 week. The impact on the property has to be such that the house that is being attached to is strong enough to carry the load of the patio.
