Floodplain analysis for culvert replacement

Culvert under my driveway needs to be repaired/replaced. Jefferson county, CO wants "Floodplain analysis by a Professional Engineer is required. PE will need to evaluate impacts to Floodplain and culvert capacity." So I am looking for a Civil Engineer in this area to come do an evaluation and write up an analysis.
