We are seeking a qualified Consulting Civil Engineer (P.Eng. licensed in BC) to prepare a preliminary Engineering Design Brief for a land development project within the Westbank First Nation (WFN) territory. This brief is required for a rezoning application and must adhere strictly to the WFN Terms of Reference document.
The project requires a preliminary assessment and report, not detailed engineering design drawings. The selected consultant must be familiar with BC municipal engineering standards and local WFN requirements.
Responsibilities:
Prepare, sign, and seal a complete Engineering Design Brief report.
Assess existing infrastructure (roads, water, sanitary, storm utilities).
Summarize all proposed changes and anticipated infrastructure upgrades.
Perform necessary calculations for flows (Fire Flow, MDD, Peak Hour, etc.).
Develop a Stormwater Management Plan.
Ensure all works comply with WFN Subdivision and Development Servicing Law.
Required Skills and Experience:
Mandatory: Must be a registered Professional Engineer (P.Eng.) licensed to practice in British Columbia.
Essential: Proven experience in BC land development and municipal engineering projects.
Strongly Preferred: Prior experience working with First Nation communities or local knowledge of the Kelowna/West Kelowna area is a significant asset.
Excellent technical writing and communication skills.
Deliverables:
One (1) comprehensive, P.Eng.-sealed Engineering Design Brief (PDF format) covering all sections outlined in the WFN Terms of Reference document.
