Engineer for Stamped Plans & Assessment

I am planning to build a simple 30‘ x 20‘ rectangle made out of wood. I plan to put eight solar panels on as a ground mount system. I just need someone to review the plans, and stamp them so that I can submit it to the county for approval, or someone to just tell me what exact information I need such as lumber information, concrete information. I just need to know what to write in order to get it approved and submitted.

Ideal Skills:
- Experience with structural design
- Familiarity with solar installations
- Licensed engineer able to provide stamped plans

Tasks:
- Conduct a thorough site assessment
- Create and stamp building plans
