Crawlspace Foundation Repair Needed

I am seeking a structural engineer to measure out my property. We have multiple projects that need to be done and we need county permits. The current craw space foundation has cracks and it needs to be reinforced. Gutters been to be added and since they'll work on gutters then the roof will be replaced. The garage is to be converted into a bedroom with a full bath. And since we will be without a garage , I'd like to add a carport. With these projects mentioned I'd need plans to provide the county of Contra Costa for permit approval. I already have a contractor who will do the work for me just need the plans to be drawn out. I've already measured out my entire property lines and outlined the house, please let me know if you need my drawings (I'm not a professional or licensed)
My house has slightly shifted with earthquakes movements and cracks have been noticeable on walls and some doors do not close properly which has been more noticeable since last year.

Tasks to be done:
- Map and diagnosing the concreate walls.
-Map of the roof for replacement and gutter addition.
- Plans must include garage conversion into a bedroom
- Plans must include a full bath addition in garage.
-Plans must include a laundry room in garage.
- Plans must include the addition of a car port.
-Plans must include replacing of back porch.

For the job, experience in similar foundation repair will be an advantage. The hired professional must adhere to local building codes, and ensure all work is carried out safely and efficiently.
