Concrete building structural engineering

Would like to build a 1000sq ft concrete pier and block building with poured concrete insulated slab for floor and poured concrete for roof. This will be a residential dwelling in Lockport New York 14094. Wll need minimum specifications on pier size and depth
to support roof. Will need minimum R Value of insulation required to meet current energy code. This will determine how I will finish interior walls and ceiling.
