Civil engineer

I have a cantankerous neighbor whom I possess an ingress and egress easement over their property, who is obstructing my right to maintain the roadway. They insist that I need to have a civil engineer involved to replace the road base (which has washed away over the years) on the roadway.
I would like to hire a civil engineer to inspect this situation.
