Civil Engineer with Vast Experience in Drainage Design and Reports

I need the Expertise of A CIvil/Structural Engineer with skills and deep knowledge of working on drainage ..The drainage study should show the existing exit velocity of water prior to construction and exit velocity after construction. A mitigation measure to reduce to the original exit velocity is needed in correspondence to the city codes.
