Civil Construction Tender Submission Specialist

preparing a tender submission for a civil construction project involving works within a school environment. The council has advised that the Construction Works Methodology will be the most critical factor in the evaluation process. We are seeking an experienced Project Manager / Construction Methodology Specialist to prepare a detailed, staged methodology that meets the council’s strict requirements.
Key Requirements
The methodology must:
Stage works to avoid school disruption:
Works must be sequenced so that teaching and school operations are not adversely affected.
Construction scheduling must account for school hours, access routes, and student/staff safety.
Protect heritage trees and root systems:
Extreme caution must be taken around significant/heritage trees (similar standards to City of Sydney guidelines).
Methodology must include protective measures for tree root zones, equipment exclusion zones, and soil management.
Demonstrate compliance with council expectations:
The approach should reflect industry best practice and council tender standards.
Include traffic/pedestrian management, environmental controls, and communication protocols.
Provide clear staging and sequencing:
Step-by-step breakdown of works from site establishment through to completion.
Incorporate risk management strategies, contingency planning, and stakeholder coordination.
Deliverables
A comprehensive written Civil Construction Works Methodology (approx. 8–12 pages) suitable for direct inclusion in a tender submission.
Gantt-style staging outline and/or diagrams if required.
References to relevant council standards and guidelines (including heritage tree protection).
Selection Criteria
Demonstrated experience in preparing construction methodologies for council or government tenders.
Strong understanding of school infrastructure project requirements.
