Certified structural engineer retaining wall recommendation letter

I would like to commission a letter from a certified structural engineer explaining that a neighbor's 6-ft retaining wall would benefit from improved drainage. The wall is cracking and leaning due to excessive hydrostatic pressure on their side of the wall. I have photos and measurements. A detailed examination and analysis of the wall is NOT necessary. What's needed is little more than common sense. An official letterhead would carry sufficient weight to hopefully convince the homeowner to improve drainage for everyone's benefit. The property is located in Northeast Pennsylvania.
