Basement Foundation Plan Certification

I have a foundation plan that has been create as part of a construction plan for a single family home in Hampton NH. I need the foundation plan certified by a structural engineer in NH. I have been trying to get someone to make time to review the plan and provide a stamp so I can obtain a building permit.
