Take off tacacs and make local accounts on 5 switches cisco

I am looking for a skilled Cisco network engineer to help me with my project. The project requires taking off Tacacs authentication and creating local accounts on 5 switches. The current configuration of the switches is set up for local account authentication only. No backup of the current configuration is required, but it is recommended. The client will provide specific usernames and passwords for the local accounts.
