SDN/OSPF Hybrid network " QoS Problem & Solution"

Creating a hybrid network that consists of at least 20 hosts, the network is SDN linked with Routers using OSPF.
After the network creation, we must create a problem in the QoS, for example, creating huge traffic so there would be congestion and packet loss.
The final step is to create an SDN-based solution to solve the QoS problem, like developing a new API. ( any suggestion would do). The solution must be on the SDN side instead of the OSPF routers ( The project attached is not acceptable but it may give you an idea).
