Network engineer needed to design ISP network

Looking for a CCIE or someone with experience building and designing a network for a startup ISP. You should have experience in designing a network for ISP use including access routers, border routers, core routers, BGP, FreeRadius, etc. We are looking for someone that can recommend a design based on best practices and our use case. This design should cover everything including customer IP allocation, traffic shaping based on service plan, radius, and more.

If we like the design, we will hire you to also do the configuration.
