I'm in need of a skilled Cisco Packet Tracer user to create and configure a network with 3 segments. The network layout should include:

- Users with different permission levels
- Switches with correct connectivity setup
- 3 routers, one representing an ISP
- A firewall
- A Remote Access VPN connection between two network segments
- At least one DHCP server in one segment protected by a firewall

I require:
- A comprehensive network configuration
- User roles and permissions well-defined
- The correct setup of the VPN connection
- The ability for less than 10 users per network segment
